Goodhart's law - indicators will be gamed

When a measure becomes a target, it ceases to be a good measure.

A classic example from colonial India: to reduce the number of wild poisonous cobras, the British Raj paid locals for every dead cobra they brought in. Locals quickly started breeding cobras to maximize profits.
